Rooted in his extensive background in community development in rural Afghanistan with a number of non-governmental organizations, Minister Zia will focus on the challenges faced by the government since 2001. He will discuss the strategies adopted to overcome social disintegration and to establish mechanisms to empower the disempowered. How did the new Afghan administration seek to implement its peace policy? More specifically, how did they seek to:

* ensure that people at the grassroots level were given a voice in the reconstruction process;
* create a platform for people to work together and that would foster social cohesion and active association among all members of society; and
* build trust between the people and the government

Minister Zia will illustrate his presentation with examples of the lessons learnt by his ministry through the reconstruction and development programs it spearheaded.
