All weapon systems stand in need of stringent governance standards. This is the purpose of article 36 of Additional Protocol I of the 1949 Geneva Conventions – which requires states to conduct legal reviews of all new weapons to determine whether their use would be inconsistent with international law.
AI-enabled weapon systems present special challenges for such review, both because they often have autonomy among their key characteristics, but also because the newest methods of machine learning involve the constant updating of system software, making it difficult to conclude a review at a determinate point in time.
How to proceed with such governance at its different levels – international and national, as well as by military organizations and defense contractors – will be the topic of this panel.
