Tarsis B. Kabwegyere, at the time a sociology student at Makerere College (now Makerere University) in Kampala, was a guest researcher at PRIO in the late 1960s. He later became a professor of sociology at Makerere University.

Following the fall of Idi Amin in 1979 he served as a Member Parliament in Uganda and in several positions as a Cabinet Minister.
