Luis Stuhlman (1945-2002) was awarded a scholarship by the Norwegian Council of Research in Sciences and Humanities to study at the International Peace Research Institute in Oslo.
Later, he was professor of the Doctorate in Psychology in the University of Belgrano and of Sociology in the UBA. He worked as a researcher at the OAS and at the Faculty of Economic Sciences of the UBA. He worked as a consultant for the International Development Research Center of Ottawa, Canada, for the World Bank and for the Public Sector Organization Improvement Program. In public office, he was director of the National Food Program, Chief of Cabinet Advisors of the Ministry of Health and Social Action from 1983 to 1986 and President of the National Institute of Public Administration (INAP) from 1986 to 1989. In 1993 he was appointed guest professor of the Austral University. He passed away on 01/16/2002.
