The meaning of 'migrants' is contested, and the way that language use has real consequences for people and policy. This project seeks to bring clarity about the nature of the dispute and present arguments for maintaining an inclusive definition of migrants.

The United Nations have traditionally defined international migrants as people who change their country of residence, regardless of their reason for moving. This definition is vigorously opposed by the UN Refugee Agency (UNHCR). The UNHCR's opposition must be understood in the context of inter-agency turf battles.
