The meaning of 'migrants' is contested. Specifically, there is disagreement about whether or not it is an umbrella term that includes refugees. The Uniten Nations have traditionally defined international migrants as people who change their country of residence, regardless of their reason for moving. This definition is vigorously opposed by the UN Refugee Agency (UNHCR). The UNHCR's opposition must be understood in the context of inter-agency turf battles. This project, which does not receive external funding seeks to bring clarity about the nature of the dispute and present arguments for maintaining an inclusive definition of migrants.
