This report argues that the core problem in Sri Lanka is violation of human rights. Tamil actions and attitudes have been determined by unjustified and violent attacks on them, but Tamil actions also include violent attacks beyond self defense. The importance of armed reprisals, retaliation and vengeful reaction, for the aggravation of the Sri Lankan conflict is underlined.
