This opinion piece comments favorably on a recent blueprint for conflict resolution in the South China Sea, issued by an international panel established by the CSIS AMTI. Yet it suggests a somewhat different approach, more incremental, focussing on fishery management, and beginning with the territorial seas around disputed Islands/features.
