This briefing explores how the European Union (EU) can innovate in security and defence. It examines the implications of ongoing geopolitical dynamics and technological advancements in dual-use capabilities and their impact on warfare. With the advent of emerging and disruptive technologies (EDTs), armed forces should prepare for significant changes. The rapid integration of artificial intelligence (AI) into military establishments across the globe has gained significant momentum. This surge signifies a profound shift not only towards enhancing autonomous capabilities within weapon systems, but also concerning defence intelligence gathering, battlefield situational awareness, and decision-making. Yet uncertainty remains regarding the timing, disruptive implications, ethical concerns, and magnitude of these transformations, as well as how to integrate these technologies in harmony with previous systems and routines. This briefing assesses key innovation and governance trends in EDTs, while also evaluating their potential risks and opportunities for European armed forces. Only by staying ahead of the curve, as well asstrategically and ethically harnessing innovative technologies, can Europe become a responsible leader in military technological innovation, ensuring the safety and security of its citizens.
