This policy brief examines the prospects for arms control in a scenario shaped by a decisive victory for Ukraine. Arms control combining nuclear and conventional tracks can become a key element of the new security arrangements designed to stabilize relations between defeated Russia and NATO, which incorporates Ukraine. This security-building must be informed by the lessons of the war, so arms control needs to be effectively reinvented in order to produce reliable reductions in key elements of military power.
