The Cyprus Property Issue and the Return of Lawfare

This paper offers some ways to think about untangling the legal and political knot that has become the property problem in Cyprus. The paper first offers a history of the property problem, looking at its inextricable entanglement with issues of territory. It then gives a short history of lawfare on the island, or the use of legal means to achieve political ends. It then concludes with some suggestions for ways forward
