In Afghanistan; over Libya, Syria, and Iran; and in numerous other international conflicts, threats have been used to coerce opponents into behaving – or not behaving – in a certain way. Yet, the UN Charter says that states must refrain from not only use of force but also threats of use of force. How should we look upon coercion in international politics from a legal and moral standpoint?
