In the three years since Russia's invasion of Ukraine, European leaders have sought to balance linked goals of supporting Ukraine while avoiding escalation with Russia. The fourth year of the war brings renewed uncertainty, particularly regarding the second Trump administration's commitment to Ukraine and the U.S.'s European allies. Nuclear weapons have gained new prominence, with Russia's use of nuclear threats sparking alarm, calls for more European nuclear weapons, and renewed demands for disarmament.

This panel will discuss European options for managing future security relations with Moscow through means such as arms control, defence policies and diplomatic initiatives.

Drawing on work conducted by PRIO and the Oslo Nuclear Project, the panel will outline potential strategies for managing relationships with Russia and its ongoing war with Ukraine. The panelists will also discuss: What might a future diplomatic and security relationship with Russia look like?
